Constitutional Monarchy*
On the day of the Tennis Court Oath, the National Assembly decided that they would not disband their group until a new constitution was in place for France. This goal was accomplished in 1791 and the new constitution was designed to be a constitutional monarchy. In this new system, The Legislative Assembly was an indirectly elected body. It was made up of representatives who were selected by "Electors". These "Electors" were elected by active citizens, an active citizen being a male citizen who had paid annual taxes that equated to the local wages paid for three days of labor. About two thirds of the male population were able to vote and an even smaller number qualified to serve as electors or members of the Legislative Assembly. The monarch only got limited powers. He had no power over army, or any authority over government. This constitution lasted a year before the revolution moved on.
